England will tour Pakistan in early 2021, after receiving an invitation to take part in a short, limited-overs.
Pakistan last hosted a test in 2009, following an attack on the Sri Lanka team by terrorists.
England last played in Pakistan in 2005, with their next trip to the southern Asia continent due in 2022.
The ECB, England, and Wales Cricket Board said a final decision will be made, after its discussion with the Pakistan Cricket Board.
The board further said the safety and welfare of its players and staff are its priority, as a result of the global pandemic.
Pakistan toured England this year, playing in three Test matches and three Twenty20s.
