The Academic Staff Union of Universities (ASUU) have strongly refused to enrol under the Integrated Personnel Payroll Information System (IPPIS) scheme. The President of the Association has maintained that globally, the university administration is usually distinct from the civil service structure and guided by a separate set of powers.
Moreover, the ASUU President maintains that the introduction of the IPPIS will further heighten the irregular flow of funds into the university system. In addition, the law is not backed by law, currently existing unattended legal issues that also arise from the nature of Nigerian Universities make the initiative inapplicable to the university system.
The Federal Government has retorted that individuals and not unions were employed and thus going forward only those who have been captured would have their salaries paid. The IPPIS coordinator disclosed that despite the agitation of the ASUU committee, the response rate has been encouraging as 43 universities have received the nominal roll.
To allay the fears risen by the ASUU committee, the IPPIS coordinator disclosed that IPPIS is the only basis that employees will get paid and that the initiative is aimed at ensuring transparency and accountability in the management of governemnt payroll.
