Congo’s ruling People’s Party for Reconstruction and Democracy is already in a full swing election campaign mode, with posters and flyers as well as printed shirts seen on people and everywhere around the country’s urban and rural areas.

But what is more confusing is the fact that President Joseph Kabila’s face is everywhere including on billboards and on T-shirts printed by his People’s Party for Reconstruction and Democracy and worn by supporters. This begs the question is he seeking a third term?

August 8 is slated as the deadline for declaring candidates for the DRC’s poll taking place December 23. Officially Kabila is not permitted to run again but as seen everywhere, there are suggestive signs but no clear statement of declaration from him or the government. More confusing is that while the deadline is only two months away, there is still no sign of Kabila’s successor.

When reporters confronted government spokesperson, Lambert Mende on the issue, he said ‘‘he was not aware of a plan to change the constitution’’. Kabila, on the other hand, has on many occasions avoided responding to the same question.
